Request for information can be made to the Information Officer mentioned in the Act using application No. RTI1 in order to obtain information in relation to the Ministry of Home Affairs under the above Act. Submission of this application is not compulsory.

Applying For Information
- Submit application No. RTI1, letter or make a verbal request to the Information Officer for obtaining necessary information and obtain an acknowledgement

You will be informed as expeditiously as possible and in any case within fourteen days whether the information requested by you can/ cannot be provided

In case when it is decided to issue the information requested, you will be informed the charges determined by the Commission, if such charge should be paid. You will be provided with the information requested within fourteen days on payment of a prescribed charge, if it is necessary or free of charge

In case where it is difficult to provide information requested within fourteen days, after paying the prescribed charges, the Information Officer will provide you the information requested within an additional period not exceeding 21 days informing the reasons for the extension of the time frame

Where the request for information concerns the life and personal liberty of the citizen, the response to it shall be made within forty-eight hours of the receipt of the request

If you are not satisfied regarding the following responses you receive for your request for information, kindly note to submit an appeal to the following officer within fourteen days
- refusing a request made for information
- refusing access to the information on the ground that such information is exempted from being granted under section 5
- non- compliance with time frames specified by this Act
- granting of incomplete, misleading or false information
- charging an excessive fees
- the refusal of the information officer to provide information in the form requested
- the citizen requesting having reasonable grounds to believe that information has been deformed, destroyed or misplaced to prevent such citizen from having access to the information

☛ Procedure for the Reservation of Circuit Bungalows
- Please note that only the public sector/semi-government sector officers and retired public officers, Government Bank Officers as well as the officers of the Security Forces (Three Armed Force, Police, and Civil Security Force) are entitled to this privilege/facility of reserving circuit bungalows.
- For the purpose of reservations, properly complete the application presented herewith and visit the nearest District Secretariat or the State Ministry of Home Affairs (14th Floor, "Nila Medura", Elvitigala Mawatha, Narahenpita, Colombo 05.
- You will be allowed to reserve circuit bungalows for a date falling on 30 days ahead (one month ahead) of the date of submitting the application.

☛ Conditions to Use in Circuit Bungalows
We expect you to pay special attention and give priority for the following matters when obtaining accommodation facilities at the circuit bungalow.
- It is compulsory for the applicant to reside in the circuit bungalow and it is also essential to present the official identity card, a copy of the application approved by the Ministry/District Secretariat and the original of the paying in receipt to the Circuit Bungalow Keeper when staying at the circuit bungalow. Since the Circuit Bungalow Keepers have been informed not to provide accommodation facilities for the persons whose names are not mentioned in the application, persons whose names not included in the application should not be accompanied to the circuit bungalow for accommodation. N.B. – Kindly note that it would be compelled to send back the persons arriving for accommodation without the applicant
- Circuit bungalows are reserved on the basis that on urgent duty requirement of the Ministry, such reservation made may be cancelled upon short notice. On such occasion the amount paid shall be refunded.
- Based on the failure to use a reserved circuit bungalow due to a reason attributed to the applicant, no refunding of the amount paid or providing an alternative day shall be done.
- Under no circumstances shall an applicant be permitted to hand over his/her reserved application to any other applicant.
- The applicant should be satisfied with the identity of the occupants and he/she should bear all the responsibilities in this regard during the period of stay at the circuit bungalow.
- Payments should be made for the bed sheets, towels, pillow cases and foods and beverages obtained from the Circuit Bungalow Keeper. When obtaining food and beverages from the Circuit Bungalow Keeper, the applicant should ask for the menu card and the payments should be made accordingly. A proper receipt should be obtained for every payment made within the circuit bungalow.
- No damages or losses should be caused to anything internal or external of the circuit bungalow during the period of accommodation. In the event of such damage or loss, you should bear all the expenses pertinent to restoring such damage or loss.
- Holding parties or festive occasions and the use of alcohol and cigarettes within the circuit bungalow premises are completely prohibited.
- If any complaint is made against you for engaging any wrongdoing during your stay at the circuit bungalow, applications of you and your family members submitted for future reservation of circuit bungalows under this Ministry will not be considered.

Note:- It is the obligation of the caretaker to provide these clothes in clean and good condition. It is therefore, your responsibility to inform the caretaker if these items are not clean enough and suitable for use and to get the clean and good clothes instead.
If you and your group of occupants intent to obtain food items from the caretaker, you should make an order from his menu and inform him about your requirement at least three (03) hours before. A list of food items obtained from the relevant circuit bungalow is mentioned below. This is merely a common list of food items purchased from the market and the prices could vary depending on the facilities available in the market. You can get your meals prepared by the caretaker on your requirement and it would be appropriate to discuss about the prices beforehand.
By providing the necessary food items and making the relevant payments, your meal requirement can be fulfilled.

- If it is expected to obtain food from the circuit bungalow, the Circuit Bungalow Keeper should be informed before arriving at the Circuit Bungalow.
- If it is expected to obtain desired meals prepared by Circuit Bungalow keeper instead of the menu, required raw food has to be provided and a service charge of Rs. 40/- will be charged per a person’s meal.
